‘Cutting off fingers is ‘inhuman punishment’, says SP Sotto, on proposal to deter gov’t officials from corrupt practices

Senate President Vicente Sotto III said on Tuesday the suggestion of Senator Christopher Lawrence ‘’Bong’’ Go for corrupt government officials or personnel to have their finger cut is ‘’inhuman and unconstitutional.’’

Go admitted that he made the suggestion ‘out of frustration’’ in today’s interim and virtual public hearing by the Senate Committee of the Whole on widespread corruption at the Philippine Health Insurance Corporation (PhilHealth).

 He said the cutting of the finger of those liable to in PhilHealth irregularities would ‘’matapos na ang kalbaryo ng mga Filipino (..will end the calvary of Filipinos).”

Go, chairman of the Senate health and demography committee, was one of the senators who took turns in questioning PhilHealth officials who took part in the public hearing by the Committee of the Whole chaired by Sotto.    

‘’I wish I could agree but it is ‘’unconstitutional, inhuman punishment,’’ Sotto told Go as the latter finished fielding his questions.

Go also told Sotto he learned that Department of Justice (DOJ) Secretary Menardo Guevarra has concluded his probe in the PhilHealth mess so that PhilHealth rank and file could go back to work.
