Quarantine passes still necessary — Roque

Malacañang urged the public to observe the eased down quarantine protocols in good faith to help contain the spread of the coronavirus disease (COVID-19) pandemic.

Presidential spokesman Harry Roque made the statement as the whole country goes into general community quarantine (GCQ) except for Metro Manila, Laguna, and Cebu City which are under modified enhanced community quarantine (MECQ) from May 16 to 31.

In an interview over GMA-7, Roque said quarantine passes are still necessary because the government is trying to prevent people from catching the virus.

“Iniiwasan pa rin natin yung magkakasakit. Pero mas maluwag nga po ngayon (We’re trying to prevent people from getting sick. But the rules are now more relaxed),” he said Friday.

Under the MECQ, more manufacturing businesses have been allowed to operate. Malls and other non-leisure stores are now also allowed to partially open.

However, with the easing of quarantine protocols, Roque asked the public to still follow the guidelines, especially after he announced that self-employed Filipinos may make their own IDs so they could travel for work-related reasons.

“Sa panahong ito dapat meron din tayong good faith dahil ang pinapangalagaan naman natin ay kalusugan ng lahat (During these times of crisis we need to have good faith because what we’re trying to protect is the health of everybody),” he said.

“Alam ko po na maraming mga pilosopo na gagawa niyan pero isipin na lang po nila habang ginagawa po nila baka sila na ang susunod na biktima ng COVID (I know a lot of people will try to be clever but they should think that while they’re doing this, they may be the next victim of COVID-19),” he added.

Roque said people can travel between quarantine zones but local government units still have the right to refuse their entry if their travel is not essential.

“Kinakailangan ho merong balidong dahilan para bumyahe. Ang pinaka-acceptable po na dahilan ay dahil ikaw ay nagtatrabaho. Ang kinakailangang ipakita lamang po ay ang inyong employment ID at tsaka isang ID na nagpapatunay kung saan kayo nakatira (There needs to be a valid reason for your travel. The most acceptable is if you’re working. You just need to present your employment ID and ID proving your residency),” he said.

“Yung mga galing ng modified ECQ pupunta ng GCQ, yung mga LGUs, they retain the right po kung sila’y tanggihan kung wala namang essential na dahilan para bumyahe (For those coming from the MECQ to the GCQ, LGUs retain the right to refuse your entry especially if your travel is nonessential),” he added.

Even married couples are not allowed to ride a motorcycle together.

“Bawal pa rin po kasi napakadali naman po pekiin (peke) ng dokumento (It is still prohibited since it’s easy to fake documents),” he said.

“Ang iniiwasan po talaga yung napakalapit na physical contact, kinakailangan meron pa ring distansiya (What we’re really trying to avoid is physical contact. There needs to be distance),” he added.
