Sinas won’t go on leave while under investigation by PNP, NBI

Embattled National Capital Region Police Office (NCRPO) chief Maj. Gen. Debold Sinas said on Thursday, May 14, he will not go on leave while he is being investigated over alleged violations of quarantine protocols during his birthday celebration.

Sinas, in an interview over CNN Philippines, said he will only go on leave if he has been ordered by President Duterte or Philippine National Police (PNP) chief Gen. Archie Gamboa.

“Unless otherwise instructed by the chief PNP or the President, I don’t think so,” Sinas said.

“Hindi na po kailangan. Hintayin ko na lang result ng investigation (There is no need to go on leave. I will just wait for the results of the investigation),” he added.

The PNP’s Internal Affairs Service (PNP-IAS) and the National Bureau of Investigation (NBI) have been tasked to conduct the investigation which stemmed from photos posted in the NCRPO Facebook page on the birthday celebration that was held on May 8.

Sinas has already apologized for the incident and will accept the results of the investigation.

“I take responsibility doon ayoko na sisihin yung mga tao ko kasi nag-greet lang po sila sa akin (I don’t want to blame my personnel who greeted me),” he said.

The police official explained that he did not arrange the event which he said is a “mananita”, a police and military tradition that is done early in the morning to greet senior officers in his or her quarters.

“It’s very ungentlemanly para sa isang tao kung hindi ko sila hinarap at kung pinauwi ko na sila (It’s very ungentlemanly if I did not face them and just told them to go home),” he explained.

Sinas also assured that quarantine protocols were observed including social distancing and the wearing of masks at that time.

He also insisted that they did not violate quarantine protocols since the event happened inside his quarters and not in the street.

The police official said the event also did not last long since at 7:30 a.m. that day the NCRPO proceeded with the distribution of relief goods to poor communities in Metro Manila.

“Around 12,520 po ang naibigay na food package sa araw na iyon (We were able to distribute 12,520 food packages that day),” he noted.
