Duterte offers P2M bounty for capture of top NPA commander

Angered by attacks on government troops involved in relief operations, President Duterte has offered a P2-million reward for any information leading to the capture of a top commander of the communist rebel group.

The President said the government is willing to give protection to the informants, including new identities and relocation, to avoid retaliation from the rebels.

“‘Pag nakapatay kayo ng commander o nakapagturo kayo saan natutulog ‘yung commander o nakitulog — makitulog ‘yan sila o nakitulog — sabihin lang ninyo sa akin at ano… Two million ako basta ‘yung top commander (If you kill a commander or point where the commander is sleeping, just tell me. I’ll give two million as long as it is a top commander),” he said during his televised public address on Tuesday.

Duterte said soldiers and policemen will be given a share of the reward if they provide information that leads to the arrest of the rebel leaders. But he said these uniformed personnel must be transferred to another area where they will be given lands.

“Tapos doon sa army o pulis, o so ‘pag ikaw ang nagturo at nahuli ‘yung commander na mabigat, may hati ka diyan sa pera (If the soldier or police gives the information that leads to the arrest of the top commander, you will get a share of the funds),” he said.

“Pero alisin kita sa lugar mo. Kung taga-Abra ka, ihatid kita sa Mindanao doon sa mga Ilocano. Bigyan kita lupa, doon ka na lang mag-ano kasi kung hindi papatayin ka talaga eh ( I will remove you from your place. If you hail from Abra, I will transfer you to Mindanao where there are many Ilocanos. I will give you land. Stay there so they won’t kill you),” he said.

Duterte said other informants will be given a new identity similar to the government’s witness protection program. He said they will also be given lands to start a new life.

“It need not be under the Witness Protection Program but I ordered that you be treated as a, taken as a Witness Protection Program. Isali kayo, may bagong identity ka (You will be included, you will have a new identity),” he said.

“I will give you lands. Itong mga putris na NPA na ito marami pang lupa,” he added.

He advised the informant to give the tip about the location of a rebel commander to the military or the Cabinet instead of local government officials. He claimed that there are many local executives who support the rebel cause.

“Marami ‘yan eh, kaya huwag na lang tayo magbolahan. The reason why they thrive until now is because there are some local officials actively supporting the Communist Party of the Philippines. Iyan ang totoo diyan,” he said.

In the same speech, the President warned about the government’s intensified operations against the communist rebels involved in atrocities. He admitted that he wanted the troops to kill the rebels if their lives are put in danger.

“Anyway, sabi ko beginning maybe these — these coming days, you will see more fighting spirit …,” he said.

“Magsabi ako ng totoo ha? Ang gusto ko, pinapatay kasi ‘yang sundalo ko pati pulis, ang order ko, patayin ninyo. Patayin ninyo. Kasi kung hindi, kayo ang papatayin. Papatayin talaga kayo (I will tell the truth. Because my soldiers and policemen are being killed, I want you, my order is for you to kill them. Kill them because if you don’t, they will really kill you),” he said.

Duterte has denounced anew the rebels for attacking troops engaged in relief operations and stealing food supplies intended for families affected by the coronavirus lockdown. He insisted that he does not want a repeat of such atrocity.

“Ayaw ko na ngayon na mamamatay pa na sundalo, babae o lalaki, na in-ambush ng mga NPA at kinuha ‘yung pera o ‘yung mga supply na pagkain, bigas, sardinas, kung ano pa at ‘yung baril (I don’t want my soldiers, women and men, killed in an ambush by the NPA. They steal the money, food supply, rice, sardines and your gun),” he said.

President Duterte recently threatened to declare martial law if the communist rebels will continue with their acts of lawlessness. He warned the rebels against committing violence and disrupting the government’s relief operations for people affected by the quarantine measures due to the pandemic.
